Spoke to the guy at the general store. He said it's been closed all season long. Told us to go to White Bridge Campground to dump.

It was open all weekend, when we went to dump Tuesday morning it was locked up. No hours posted so not sure if we were there too early (7:45am) or if it’s only open certain days.
