If you just want to see the Popa Falls you must pay an entry fee here of 50$ pp + I don't know how much for the car. Other option is to pay a campsite (white sand is 260 pp)

We wouldn't recommend visiting Popa Falls. They have built some kind of beach resort around the rapids, and you're not allowed to walk around by yourself. An employee shadowed us the entire time. Not worth the price of entry.
