Get inside info from belgian friend who lives in BG. In the nomandsland between the 2 customs, is a big taxfree shop. Here you can buy simcard and exchange any currency. The rate is not bad. I getted 3% under the official rate. Turist sim was 690 lira for a month and 25 GB. Uts not the cheapest place but the easiest.
