I stayed on the southbound, rather than the northbound, but had a similar experience. Very clean, quiet location, not many other cars. There’s picnic areas and a great view - lots of space so you’re not on top of other people. The green roof on the visitor center is a nice bonus.
Report Check-InNewer facility, clean restrooms, plenty of parking for vehicles, RVs, and freight trucks. Quieter and good grassy area for the four legged passengers. Can’t confirm if restrooms are open 24 hrs but was open despite the welcome center being closed.

Even if it's a rest area, it's really quiet because it is far away from the road and near the forest.
