these places are very frequent in this stretch of road maybe nine every 25 km or less

Free, fenced area (open gate) with enough space for a few big rigs. Not too far from road but better than anything else in the area, since it's a 300 km road in the middle of the desert with pretty much nothing. No facilities other than half dozen trees. I mean, there's a tap but no water and a small bricked roof that might have a for a small tent. Works pretty well for spending the night though.

This place is located in a road that traverses about 400 km of desert. So the local government provides these fenced areas with a few trees where people can stay to rest while driving this route. Think for example the truck drivers that travel through this route, they can stop there to rest for the night. So yes, it's official but not linked to a business, institution, or private land; but provided by the local government, and for free. There was a sign stating something like "take care of this place, it's for everyone".

Confirmed. These rest areas are spaced proximately 15 km apart all across this long, mostly straight and generally featureless section of highway. Overlander’s can travel across here and have numerous overnight camping options.
