we were able to withdraw 15000 from here in one transaction. we have USD to trade for the blue dollar but it seems they aren't interested in that exchange up here.

Report Check-InOur credit card worked but the maximum transaction is 2.000 ARS with a whopping fee of 357 ARS (17% of what you're actually getting out).
You are much better of withdrawing USD on the Bolivian side and shop around at the cambio places a bit for the best rate. The Bolivian bank "Mercantil Santa Cruz" does not charge any additional fees and dispenses crisp USD 100 bills that are gladly accepted by any cambio place.
Got money (max 2000 pesos per transaction) here. But had to pay a fee of 91,80 Pesos for the transaction with a foreign VISA card...
