I just returned my TIP and I can see why it is so confusing. These coordinates are on a one way street, and all the navigation apps want you to leave Mexico and come back so you can turn in here. I drove in the wrong way because I didn't know what else to do. Once you park, there are signs that direct you to the Banjercito, so you certainly can do it this way. However, I asked the Banjercito employee and he said they have a dedicated lot on the West side of the SAT/Banjercito office. I will add another pin of where the office actually is.

Here’s what we did if you need a FMM tourist permit (valid for 7-180 days)
1. Drive through the border cameras. Do not keep driving. IMMEDIATELY turn left into the numbered customs stalls.
2. Talk to the customs guys, they’ll let you park just to the left of their stalls while you get your FMM.
3. There’s a door with a gate and an armed guard literally right behind the customs area. Go through that little door and follow the passage - you’ll see signs with arrows for “Banjercito”. Come out the other side of the passage to where you came through the border cameras. Cross the street.
4. Next to the border cameras is the immigration. Go in there, get your FMM then go next door to the bank and pay. Then go back and get your FMM.
5. Go back through the little passage and you’re good to go!

It’s a bit unnerving walking from customs through the passage (safe, but feeling unsure if it’s the right thing to do - it is right!). Once you’re at immigration, it’s super easy and the bank is like 10 steps away, easy.

This is really tough to find! please note: you have to turn towards the border exit into Mexico, keep left from the incoming traffic. You must do this before you queue for the US! We didn't manage to go to Banjercito by car, so now we'll be having a problem someday.

Report Check-In

We crossed USA to Mexico as UK (British) citizens, with our self build campervan registered in the UK. We have not overlandered this side of the world yet so we found the process a little strange.
Steps:
1. Drive through into Mexico, either explain you what you want (visas and vehicle permit) or just get waved through to the customs car park on the left.
2. In the customs car park, you will be asked further questions about your trip and what you want (visas and vehicle permit). They then may lightly or thorough search your vehicle.
3. Go to immigration office (opposite side of road, where a armed guard may be present). Get your visa (either 7 or 180 days) forms completed. For info, the visa (Tourist Card) is referred to as a FMM.
4. Go to Military Bank (literally next door but not signposted well - we were taken there personally but was quiet) and get your Tourist Card/FMM paid for. We paid in USD which was a little over 50bucks.
5. Go back to immigration office to get your official passport stamps etc. Your tourist card will not be legit unless you go back to do this.
6. Now, you can get your vehicle import permit (referred to as a TIP). Go back to the military bank with your vehicle documents, passports (with tourist card/stamps). They required our vehicle registration documents, my passport, my driving license and either cash or a credit/debt card in the drivers name for payment and deposit (look up TIP deposit on Google before you cross so you understand how much you have to pay deposit for your vehicle). They will inspect your vehicle's VIN and plates. You will be given your TIP sticker and a receipt (you need to keep both to get your money back on exiting Mexico).
7. Now, and only now, can you get your exit stamp from the USA. Leave your vehicle in immigration car park as it is safe (I'm not sure you are supposed to do this but we did) and walk round to the walk through entry gate to get back into the USA. Queue up and walk back to USA explaining to the American and Mexican guard what you need to do.
8. Queue up again (probably) we everyone else who is looking to enter the USA, once your turn, simply explain you are purely looking to leave USA and need your exit stamp and to be processed as leaving on there systems (they will take your visa waver card once complete).
9. You will then be told to walk back through the way you came back to Mexico. The officer will radio ahead so you are not stopped) but it feels odd walking against the flow of people. Optional - high five the America security guard on the way out (only if he wants to!)

Remember you should have copies of all your vehicle documbers, just incase they want to charge you for doing it themselves.

Apart from walking back and forth between Mexican immigration and the military bank, the oddest part of this crossing was getting our exit stamp which felt like we were doing the wrong thing queue up with exeryone else. Just roll with it ;)
