you get off the panam just before a bend going south. a dirt road goes down and a new road goes right after about 200m (where the local dump is). that's a dead end which isn't used by vehicles any more. no facilities and free

No more dead end here. There are two roads. On the right there are houses and it's not flat. On the left, you arrived at a more or less flat place, near a volley ground and houses. There was too much people when we arrived on a sunday.
