Still a viable option to get SOAT if, as in my case, Sura is unable to do it. A painful process though as they need to get approval from head office to sell anything less than a year. Request took more than 24h in my case. Once that's done, you go to Farmatodo down the road to pay, and come back to collect the paperwork. Price was COP ~80,000 for one month on a 2001 Pathfinder. Open 8am-5pm. Bring photocopies of passport, vehicle ownership document and TIP to save time.

Paid 132.000 COP for 2 months. They wanted to sell me 3 months first, but after seeing that my TIP was only good for another 2 months they agreed to do 2 months.
Needed: Copy of passport, registration document and DIAN import permit.
Process took 1,5 days.
They did not want to give me SOAT at first, but after insisting and me not leaving the shop they agreed to do it.
If you can, get your insurance at the border (I only bought 1 month at the border and regretted it later. Getting SOAT inland is annoying compared to the border towns like Ipiales)

just 3 months insurance and they don't have system anyway... easy to park, close from 12-14. open 8 close 18.

We happened to arrive on a Friday too. It takes a day to process and cant process it on weekends so they only put it through on mondays - thursdays.

Seems like the only place in Santa Marta to get vehicle insurance at the moment. They couldn't do it on a Friday because they were missing papers and had to come back on Tuesday but then we managed to get an insurance here.
