There is an official road sign on the C34 pointing to that entry point into to Ugab (here) saying "4x4 Ugab access". My interpretation is that the NO-ENTRY-sign applies to the track that crosses the river and clearly leads into the Skelleton coast NP.
According to the maps, the Ugab itself is not part of either the Skeleton coast NP nor the Dorob NP. But off course I cannot guarantee that my intepretation is correct. I headed on along the river and did not meet anybody that bothered me. There was is a well-used track inside the riverbed til the Rhino convervation Ugab camp.
The track should be considered as advanced offr-oading and it should be only attempted when the Ugab is completely dry.
