I made this original post, but subsequent traveller's experiences suggest that there usually is corruption here. It maybe that because we were there when the secretary was away protected us from the worst of it. We paid €25 - 1000 ouguiya - each (Irish/German passports).
We heard recently of travellers being asked for €112 each. Don't pay it!
